The Avalon Project

The Avalon Project is an online resource featuring "digital documents relevant to the fields of Law, History, Economics, Politics, Diplomacy and Government," from the Code of Hammurabi to the Americans With Disabilities Act.

If you're pondering the voting responsibilities of a volatile and (necessarily) under-educated electorate, check out the Federalist Papers.
