Terrorists Win?

If the goal of the terrorists behind M-11 was to change the Spanish government's policy in Iraq, they succeeded. However, it will have been an overall loss for real terrorists because resources will no longer be wasted on a non-existent threat and can instead be targetted at real terrorist threats.
