Slugging

Today I learned about slugging, a byproduct of the 1970s oil embargo crisis forcing the policy of HOV lanes! Cars without the required number of people to travel in the HOV lanes will pick up "slugs" who then share the ride for free since the driver is then able to drive in the faster HOV lane. Supposed to be faster than taking the bus. Could this be popular in more metro areas given government support? And how many passengers can a H2 carry?

the traffic in houston is so insane that during rush hour you need 3 or more people to go in the hov lane and the hov lane moves a lot faster.

Yeah, the HOV lane in DC is mentioned as being 3, down from 4. Too bad they couldn't enforce 4. Maybe the fares for non-HOV lanes should go up?
