message in a bottle

We were walking downtown last night when I found a message in a bottle in the strangest place.
We were walking somewhere around 20th and Walnut St when I saw a bottle glued to the window of a vacant downtown building.
I was intrigued so I took a closer look. Upon inspection I realized there was a note inside of the bottle.
Who "they" are and why they broke this person's leg is beyond me. Why this person decided a message in a bottle glued to a window would be the best medium to express whatever they are trying to express is beyond me as well.
